Monthly Business Meeting
Executive session held June 28, 7:10 p.m. to 8:45 p.m. — Lenker Agreement
Summary
Halifax Township's Board of Supervisors held its monthly business meeting on July 11, 2011, adjourning at 9:57 p.m. All five supervisors were present: Chairman Kenneth Bechtel, Gary Shultz, Linda Stopfel, Carol Eppley, and Ken Hoover, joined by Roadmaster Corey Stazewski, Solicitor Bruce Warshawsky, Engineer Tom Wilson, and Secretary/Treasurer Carolyn Nye. The meeting covered a new truck purchase, upcoming road paving, a contested grant policy vote, and several active nuisance and legal enforcement matters.
- New truck approved ($43,000): The board unanimously authorized Roadmaster Stazewski to purchase a 2012 Ford truck from New Holland Ford for $43,000 through the Co-Stars Program. The township's 1994 pickup, plow, and cinder spreader will be advertised for sale.
- Fellowship Drive paving: After the Sewer and Water Authority reversed course on planned pipe work along the road, the board voted 5-0 to advertise for milling and paving on Fellowship Drive.
- Harn judgment enforcement: Following dismissal of a bankruptcy case, the board unanimously directed Solicitor Warshawsky to reissue a Writ of Execution to collect an $11,177.30 judgment.
- Grant policy dispute: A motion to adopt the township's grant policy as originally written failed — Linda Stopfel and Carol Eppley voted no, Kenneth Bechtel abstained, and Ken Hoover was the lone yes. A revised version moved by Carol Eppley passed 4-1 (Ken Hoover dissenting), requiring majority board consent by email or phone before pursuing any grant, with that concurrence disclosed at the next public meeting. Stopfel opposed a formal policy based on past experience losing a $250,000 heritage grant due to community interference.
- Nuisance letter to Stewarts: The board voted 5-0 to send a nuisance violation letter to a property on Dunkle School Road for high grass and garbage violations.
- Roadmaster insurance reimbursement: The board agreed Roadmaster Stazewski's insurance reimbursement check would be issued at $5,000 gross.
- Lehman Road safety concern: Resident Ellyn Zaia raised hazardous blind curves on Lehman Road and requested 20 mph speed signs; the board directed her to submit a written letter for referral to State Police.
- Park grant opportunities: The board discussed a range of potential grants for Ft. Halifax Park — including Daughters of the American Revolution, PA Historic Museum Commission, and county gaming funds — with Linda Stopfel to gather details and deadlines for the August meeting. A $250,000 county funding request is also under consideration as matching money for DCNR grants.
