Monthly Business Meeting

7:02 PM – 9:45 PM 9 present 12 motions

Halifax Township's Board of Supervisors held its monthly business meeting on November 14, 2011, called to order at 7:02 PM with all five supervisors present: Chairman Kenneth Bechtel, Gary Shultz, Linda Stopfel, Carol Eppley, and Ken Hoover. The nearly three-hour session covered a packed agenda spanning post-flood recovery from the September 2011 disaster, property enforcement actions, preparations for multiple upcoming public hearings, and the 2012 budget.

  • FEMA flood representative designated: The board unanimously approved a resolution naming Charles Bisking as the township's official representative for federal and state disaster recovery matters related to the September 2011 flood.

  • Harns property headed to Sheriff's sale: The solicitor was authorized to execute writs and schedule the Harns property for Sheriff's sale to recover unpaid municipal obligations.

  • Stewart property lien: A municipal lien of approximately $1,900 for cleanup costs will be placed on the Stewart property by November 18.

  • Two public hearings scheduled: A hearing on the DONCO agreement was set for December 8 or 9 (contingent on Linda Stopfel's availability, doors at 5 PM, hearing at 7 PM). A separate hearing on the proposed updated Subdivision and Land Development Ordinance (SALDO) was scheduled for December 19 at 6 PM.

  • 2012 budget advertised amid mixed public reaction: The proposed 2012 budget was approved for advertisement. Flo Mallonee congratulated the board, noting it reflects the lowest deficit in recent years, while Norma Shearer expressed concern that the township park received no budget allocation. Melinda Warfel voluntarily asked the board to reduce her salary from $4,600 to $600 to help offset the deficit, which she attributed to lost income tax revenue from the poor economy.

  • HARA spending questioned: Resident Todd Etzweiler urged the board to audit the Halifax Area Recreation Association's books and renegotiate the township's contract, citing ongoing increased payments. Chairman Kenneth Bechtel said he plans to attend HARA's next meeting on November 28.

  • Armstrong Valley Vineyard noise complaint: Rick and Sharon John filed a nuisance complaint over loud music at the Armstrong Valley Vineyard and Winery. The board directed zoning officer Dale Shoop to visit the owners again about the noise; a prior building permit to insulate the barn had not resolved the issue.

  • Board vacancies and other actions: The board advertised openings for one Planning Commission seat, one Sewer and Water Authority seat, and one auditor. A township credit card with a $500 limit was authorized for Secretary Carolyn Nye and Roadmaster Corey Stazewski. Linda Stopfel briefed the board on FEMA's Community Rating System, which could lower flood and fire insurance rates for residents through voluntary township participation.

Approval of Interim Bills, Unpaid Bills, and Meeting Minutes

Supervisor Hoover motioned to approve interim bills, unpaid bills, and meeting minutes; all passed 5-0. Minutes were approved with spelling corrections (Freedman to Freeman, Schultz to Shultz) and a clarification under the Solicitor's report changing Tobias to Mr. Konchar. Supervisor Eppley raised a question about private easement requirements in the Solicitor's report; the Solicitor explained no private easement is needed because no storm water is bleeding onto neighboring property.
