Monthly Business Meeting
Executive session held 6:25 p.m. to 7:00 p.m. — litigation
Summary
The Halifax Township Board of Supervisors held their monthly business meeting on May 13, 2013, with all four supervisors present: Chairman Kenneth Bechtel, Brad Bruner, Ken Hoover, and Randy Paul. An executive session on litigation preceded the public meeting. The board addressed a wide agenda spanning ordinance amendments, property enforcement, school development compliance, road drainage, and stormwater management, with all 13 motions passing unanimously.
Sycamore Tree Ordinance fines dramatically reduced: The board voted to slash maximum penalties under the tree ordinance — from $7,500 down to $500 (Section 1.9a) and from $22,500 down to $1,500 (Section 1.9b). Solicitor Bruce Warshawsky will draft the amended ordinance for advertisement and placement on the June 10 agenda.
Official nuisance letter ordered for Seiler property: After incomplete cleanup at the Seiler property, the board directed the solicitor to send a formal nuisance letter.
Halifax Area schools told to submit land development plan: EI Associates requested a compliance letter for proposed additions to Halifax Area Middle School and High School, but Solicitor Warshawsky determined they must first submit a formal land development plan under SALDO. The board authorized a letter to the Planning Commission chairman clarifying this requirement.
Hoffmans' stormwater pond removal conditionally approved: The board gave conditional approval for the Hoffmans to remove their retention pond, pending submission of waiver requests, a narrative, and drawings. The solicitor will draft a Memorandum of Understanding.
Dwight Hoffman appointed to Planning Commission.
Lake Tobias Animal Farm signage approved; Tobias Road abandonment declined: The Tobias family was permitted to place directional signs for Lake Tobias Animal Farm on township right-of-way. Separately, the board took no action on abandoning Tobias Road, instead sending Roadmaster Corey Stazewski with a PennDOT employee to inspect the road's condition.
Middle Road drainage concerns remain unresolved: Randy Paul and Stazewski evaluated a water problem on Middle Road, recommending grading, raising, crowning, and adding diversions. Resident Chad Lebo warned that installing a pipe could saturate his adjacent empty lot. Stazewski will re-review the site.
Price Road realignment tabled: Engineer Tom Wilson provided a cost estimate, but the project was deferred to June pending documentation on using liquid fuels funds, which can cover up to 10% of project cost for engineering.
