Monthly Business Meeting
Executive session held 6:00 p.m. to 6:53 p.m. — DONCO litigation
Summary
The Halifax Township Board of Supervisors held their monthly business meeting on August 12, 2013, with Chairman Kenneth Bechtel, Brad Bruner, and Ken Hoover present; Randy Paul and Gary Shultz were absent. The board held a closed executive session on the DONCO litigation before the public meeting. Much of the evening focused on property nuisance enforcement along North River Road, with the board authorizing letters and escalating action on multiple properties.
- Nuisance enforcement along North River Road: The board approved pre-nuisance letters for two properties — the lot north of 1091 North River Road (tall grass, a dilapidated shed, and a deteriorating trailer, prompted by a complaint from resident Bonnie Anderson) and 421 North River Road (garbage bags accumulating on a porch and spilling onto the property). Formal enforcement was escalated against an abandoned trailer at the Harman property at 1059 North River Road. The Masser nuisance was declared abated after the grass was mowed.
- Septic violation investigation: The board directed the Sewage Enforcement Officer to investigate septic pipes re-installed in the ground at the Dale Hoover property, in apparent violation of a prior township notification to the landowner and tenant.
- PennDOT truck auction: Roadmaster Corey Stazewski was authorized to bid up to $25,000 on trucks at an upcoming PennDOT surplus auction, with Kenneth Bechtel serving as liaison.
- HARA pool grant support: Emily Hoffman requested township backing for a Halifax Area Recreation Association grant of approximately $150,000 for community pool improvements. The board voted to provide a letter of support.
- Boom mower rate set: The board established a rate of $110/hour (operator included) for Reed Township's use of the township boom mower.
- Halifax Wooden Nickel financial security: Solicitor Bruce Warshawsky was authorized to draft a Memorandum of Understanding for release of the financial security on the Halifax Wooden Nickel Plan, contingent on payment of all outstanding bills.
- Agricultural security and watershed appointments: Bob Artman was appointed as the township's representative to the Watershed Upgrade Committee, and a resolution was approved allowing land owned by Neil and Sally Snyder to be included in the Jackson Township Agricultural Security Area.
- Upcoming policy work: The solicitor committed to drafting a noise ordinance, and a snow removal policy draft was provided for board review at the September meeting.
