Monthly Business Meeting

7:04 PM – 9:05 PM 9 present 19 motions

The Halifax Township Board of Supervisors held their monthly business meeting on November 11, 2013, called to order at 7:04 PM on Veterans Day. All five supervisors were present: Kenneth Bechtel (Chairman), Brad Bruner, Ken Hoover, Randy Paul, and Gary Shultz, along with Solicitor Bruce Warshawsky, Engineer Tom Wilson, Roadmaster Corey Stazewski, and Secretary Carolyn Nye. The two-hour meeting covered substantial year-end business, headlined by a mid-term tax collector replacement, a contested vote on accepting Lenker Estates streets, and multiple ongoing legal and enforcement matters.

  • Tax Collector Melinda Warfel resigned; James Markel appointed as replacement (5-0). Residents praised Warfel for her years of personal service to taxpayers. The board discussed and rejected a Dauphin County proposal to collect taxes without a fee, with supervisors and residents agreeing that local control and personal contact were worth preserving.

  • Lenker Estates Phase I Deed of Dedication approved (3-1). The board voted to accept dedication of streets contingent on engineer and solicitor review and a 36-month improvement bond. The split vote reflected concerns about street condition — Engineer Tom Wilson cited 1970 PennDOT regulations showing that a required tack coat was never applied before paving, which the developer disputed. An 18-month guarantee was set for Lenker II roads. Gary Shultz had left the meeting before this vote.

  • Fireworks Ordinance tabled until January. No action was taken; the matter was deferred to the next year.

  • Snow Removal Policy resolution adopted (5-0), establishing formal procedures heading into winter.

  • Harman nuisance judgment ($561) to be filed in Schuylkill County (5-0). The property has since been sold to Revelation Realty, which will receive a nuisance letter under the township's new ordinance. The SEO also reported the septic tank on the Harman property is damaged and will require abandonment.

  • Harner/Hoover sewage enforcement deferred (5-0). The board agreed to seek a continuance on the November 18 hearing while the property owner obtains a permit to install a new system in a floodplain area; the existing fine remains in place.

  • Kiner Land Development Plan advanced (5-0). The board waived the preliminary plan requirement and granted approval contingent on Engineer Tom Wilson's comments being addressed. Chairman Kenneth Bechtel raised concerns about potential stormwater issues if the property is ever subdivided.

  • $1,795 approved for township garage door repairs (5-0), covering spring adjustments and new weather stripping. Engineer Tom Wilson was also authorized to study undersized Middle Road (less than 16 feet wide) and report back with a recommendation.
