Monthly Business Meeting
Executive session held 6:32 - 6:55 pm — litigation
Summary
The Halifax Township Board of Supervisors held their monthly business meeting on March 9, 2015, with all five supervisors present: Kenneth Bechtel (Chairman), Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The board held a brief executive session before the meeting to discuss litigation. The two-hour session covered emergency preparedness, land development approvals, infrastructure planning, and several new business items — all 15 motions passed unanimously.
Emergency Operations Plan adopted and deputy coordinators named: The board adopted the Dauphin County Emergency Operations Plan and appointed Bob Stout and Jeff Tracey as Deputy Emergency Management Coordinators. EMC Tim Neiter reported the township received 50 tons of emergency salt through county and state agencies and remains compliant with all required reporting.
Sidewalk grant project moving forward: Engineer Jeff Shyk presented preliminary plans for the first phase of a sidewalk grant project, developed in coordination with PennDOT and TCRPC. The board approved $500 for engineers to proceed to the next step — a meeting with PennDOT.
Strohecker/Rider subdivision approved: The board granted two requested waivers and approved the subdivision plans on the Planning Commission's recommendation. Separately, Flight Source, Inc. received a waiver to increase impervious coverage from 30% to 45%, as the Planning Commission is already considering raising that limit township-wide.
Emily Long Hoffman appointed to recreation authority: Two candidates applied for a vacancy on the Halifax Area Recreation Authority. Emily Long Hoffman was appointed as the township's representative, with a term ending December 31, 2017.
Doughboys liquor license hearing scheduled: Owner Travis Bills requested permission to acquire a liquor license from Wayne Township to sell wine and beer with meals and for takeout. The board approved advertising a public hearing for April 13, 2015 to consider the transfer.
Friends of Fort Halifax granted alcohol exception: The board passed a resolution allowing Friends of Fort Halifax an exception to the township's alcohol prohibition for their March 28 fundraiser at the Halifax Ambulance Building.
Sewer service agreement in the works: HAWSA solicitor Christian Daghir asked the township to adopt a Sewer Connection Ordinance. Solicitor Bruce Warshawsky will work with HAWSA to draft a new Sewer Service Agreement for the April meeting.
Kennel ordinance investigation and EOC renovation planning initiated: The solicitor was directed to further investigate the kennel ordinance, and Brad Bruner and Roadmaster Corey Stazewski were appointed to develop a preliminary plan for an EOC/conference room renovation at the township building to pursue grant funding.
