Monthly Business Meeting
Executive session held 6:05 PM - 7:00 PM — litigation and personnel
Summary
The Halifax Township Board of Supervisors held its monthly business meeting on September 12, 2016, called to order at 7:10 PM by Chairman Kenneth Bechtel following an executive session on litigation and personnel matters. All five supervisors were present: Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The nearly three-hour meeting covered a wide-ranging agenda, with notable action on a new overtime policy driven by federal regulation changes, property nuisance enforcement, stormwater ordinance reform, and a community gaming grant application.
- Overtime policy changed for federal compliance: Ahead of new Department of Labor regulations raising the overtime salary threshold to just under $48,000, the board voted to eliminate comp time for non-exempt employees and require overtime pay at 1.5x the regular rate for hours over 40 per week, effective September 11, 2016.
- Maple Avenue speed limit reduction: Solicitor Bruce Warshawsky identified a narrow PennDOT exception allowing the township to reduce Maple Avenue's speed limit to 25 mph without a traffic study. The board directed him to draft the necessary Resolution and Ordinance.
- Ziegler property enforcement: The board authorized enforcement action on the Ziegler nuisance property and directed the SEO to investigate a report that a camper has been illegally connected to the existing sewage system.
- Camp Hebron gaming grant: The township agreed to co-apply with Camp Hebron for a Dauphin County Gaming Board grant to fund $35,000 in swimming pool tile repairs.
- Stormwater management separated from SALDO: The board directed the Planning Commission to create a standalone stormwater management ordinance, separating it from the existing SALDO to speed up approval timelines for accessory buildings.
- B2Partners/Doughboys restaurant and microbrewery: The Planning Commission recommended conceptual approval of a new restaurant and microbrewery application; remaining engineering contingencies are being resolved with a final vote expected in October.
- Snody/Lebo stormwater dispute: Mike Snody appeared to respond to a complaint from the Lebo family about stormwater runoff, with issues dating to the early 1990s. The Conservation District characterized it as a private neighbor dispute, and the board took no formal action.
- Town Meeting announced: Scott McBurney announced a September 22 town meeting at Halifax High School featuring a Q&A panel with officials from Halifax, Wayne, and Jackson Townships, along with Senator Teplitz and Representative Sue Helm, aimed at addressing community rumors and discussing growth.
