Engineer Report

Engineer Report – Roads, Act 537 DEP Meeting

Engineer Tom Wilson reported he will meet with the Roadmaster and Conservation District on Matamoras Road and inspect the Ridge Road issue. On the Act 537 Plan, Wilson reached out to the south-central DEP office and scheduled a meeting for April 20, 2017; K & W no longer has the skill set for Act 537 work, so Pete Flezar of Glace Associates will partner with them. Supervisors Schreffler and McBurney will attend the DEP meeting, and the board approved Wilson's attendance 5-0 (motion by Bruner, second by Paul).

Solicitor Report

Solicitor Report – Brother Nuisance

Attorney Johanna Rehkamp presented Solicitor Warshawsky's report for March. Mr. Brother was present and stated he is erecting a fence to enclose the eyesore. The board voted 5-0 (motion by Bruner, second by Schreffler) to give Mr. Brother until the next meeting to complete the fence enclosing the vehicles, with no extensions.

Roadmaster Report

Roadmaster Corey Stazewski reported the Freightliner purchased from Federal Surplus has been stripped and will be ready for painting in a week. Supervisor Bruner relayed a resident's concern about tree saplings being trimmed along the creek bank. Supervisor McBurney reported riding with the road crew during the last snow event for two days and recommended all supervisors do the same, noting that mailbox damage is caused by snow force off the plow, not the plow itself, and the crew spent three and a half hours pulling stuck plows.

The SEO report for March (dated April 7, 2017) was received and placed on record. Resident Chris Hoover disputed a report item about water being turned off at the Brown residence, stating the Water Authority confirmed it had not been turned off. Fire Department Workers' Comp Billing

The township received the Fire Department's annual Workers' Comp renewal for the coverage period May 1, 2017 through April 30, 2018. The board agreed to have Secretary Wentzel pay the premium in one lump sum since the total was budgeted for the 2017 calendar year, avoiding installment payments that would carry into the next year.

Nathan Troutman of Deibler, Straub & Troutman presented the renewal policy for May 1, 2017 through April 30, 2018, explaining each item on the renewal to the board.

Dauphin County Conservation District – Erosion and Sediment Control Plan Fees

Chairman Bechtel informed the public that the Conservation District notified the township that beginning January 1, 2018, fees will be charged for NPDES permits for municipalities, school districts, and authorities, where previously there were no fees.

State Museum Commission – Fort Halifax Archeology

Supervisor McBurney received an email about how continued archeology efforts at Fort Halifax are being handled and suggested inviting State Museum representatives to a meeting. The current role of archaeologist Dane Snyder was discussed; Snyder expressed a desire to maintain his role. The Museum Commission reassured Frank Wilmarth of the Friends of Fort Halifax that there would be no fees if the State Museum took over. McBurney will invite a Museum Commission representative and Dane Snyder to separate upcoming meetings.
