Monthly Business Meeting

7:04 pm – 9:20 pm 9 present 14 motions

Executive session held 6:00 pm to 7:00 pm — litigation and land acquisition

The Halifax Township Board of Supervisors held its monthly business meeting on December 11, 2017, with all five supervisors present: Chairman Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. An executive session on litigation and land acquisition preceded the public meeting. The session was dominated by year-end business, including adoption of the 2018 budget and tax resolution, a new electric utility contract, and ongoing discussions about Fort Halifax Park and school facility needs.

  • 2018 budget and tax resolution adopted unanimously. The board approved the township's 2018 operating budget and accompanying tax resolution setting rates for the coming year.

  • Four-year electric contract awarded to WGL Energy. Through the Co-Stars cooperative purchasing program, the township locked in electric rates projected to save approximately $1,607 per year — roughly $6,429 over the contract term — with the bulk of savings on street light accounts and the municipal building.

  • Year-end budget reallocation of $18,167.67 approved. The board shifted $14,787.69 from Winter Maintenance and $3,104.98 from Seasonal Wages into Engineering Services, plus $275 from Seasonal Wages into Community Development, to align the budget with actual spending.

  • Members 1st developer's agreement required before PennDOT permit. The board directed Solicitor Bruce Warshawsky to draft a developer's agreement with Members 1st requiring a left-turn arrow and a follow-up traffic study after construction, and will not sign the PennDOT highway occupancy permit until the agreement is executed.

  • Fort Halifax Park repairs approved at an estimated $4,000. Frank Wilmarth, representing the Friends of Fort Halifax, presented a repair proposal and asked for township assistance with trenching and blacktopping. The board approved the proposal unanimously.

  • Mini casino resolution — no action taken. After discussion on whether to pass a resolution prohibiting mini casinos in the township, the board chose not to act.

  • Fort Halifax/school collaboration explored. Melinda Warfel and Donna Rode raised the possibility of the township, school district, and Friends of Fort Halifax working together on school facility needs near Fort Halifax Park, where water and sewer access exists. Three ad hoc committees were announced to explore a merger with Millersburg Schools, removing the Fort Halifax parcel from its Act 93 conservancy grant, and establishing a vo-tech school in the Upper Dauphin area. Scott McBurney and Brad Bruner volunteered to serve.

  • EMC Tim Neiter recognized with PEMA Professional Certification. Dauphin County EMA Director Steve Libhart awarded the certification, earned through over 340 voluntary hours of instruction. Neiter also reported that the Everbridge emergency notification system is now live, with costs shared among the township, Halifax Borough, and the Halifax Water and Sewer Authority.

Donna Rode – Fort Halifax and School Collaboration Discussion

Melinda Warfel reported that the School Board voted not to purchase land across from the high school and raised the possibility of the Township, Friends of Fort Halifax, and the school collaborating on the Fort Halifax Park area near water and sewer for school facility needs. Supervisor McBurney noted the Board had previously offered the School a piece of Fort Halifax and that Senator DiSanto's office indicated the Act 93 Grant likely could not be modified. Donna Rode called for collaboration between the Board and School Board, announcing three ad hoc committees: revisiting a merger with Millersburg Schools, getting the Fort Halifax parcel out of conservancy, and establishing a Vo-tech school in the Upper Dauphin area. Supervisors McBurney and Bruner volunteered to serve on the committees.
