EMC REPORT
Dauphin County EMA Director Steve Libhart awarded EMC Tim Neiter his Professional Certification from the Director of PEMA, earned through over 340 voluntary hours of instruction. EMC Neiter reported that the Everbridge emergency notification system is up and running, with costs split among the Township, Halifax Borough, and the Halifax Water and Sewer Authority. ENGINEER REPORT
Motion by Supervisor Bruner, seconded by Supervisor Paul, to release the balance of financial security for Georgian Manor/Fellowship Drive in the amount of $10,918.88 per Engineer Wilson's memo dated December 8, 2017. Motion carried 5-0.
SOLICITOR REPORT
Solicitor Warshawsky reported that progress is still being made on the 207 Tourist Park Road matter. The item will be placed on the agenda for next month.
ROADMASTER REPORT
The Township received one application in response to the advertisement for a CDL snowplower. The Board will discuss the rate for CDL snow plow drivers at the Re-Org meeting in January.
SEO REPORT
SEO Brian McFeaters presented his 2018 fee schedule, noting the permit cost will increase from $30 to $50. He also announced that his daughter Carrie McFeaters has acquired her SEO license and is now working with him. The Board thanked him for his professionalism and fair fee schedule.
ADMINISTRATIVE
Secretary Wentzel reported that electric rates were shopped through Co-Stars in October and awarded in November. WGL Energy won the bid, providing an annual average savings of $1,607 and approximately $6,429 over the four-year contract, primarily on street light accounts and the municipal building. Melinda Warfel reminded the Board that a 1991 Landlord/Tenant Ordinance requires landlords to report tenant names to the Township. Chairman Bechtel asked Melinda Warfel about her status as Tax Collector. Under present law, she remains the official Tax Collector but has secured a younger qualified person interested in collecting taxes. A Deputy Tax Collector will be appointed at the Re-Org meeting in January.

OLD BUSINESS
A letter will be mailed to the fire department inviting volunteers from the Township to attend the next Board meeting. This item will be placed on the January agenda.

Members 1st requested the Township sign off on PennDOT Form M-950AA for a highway occupancy permit and provide a stormwater consistency letter. Engineer Wilson noted outstanding stormwater management comments from the August 14th conditional plan approval and asked Members 1st to resubmit. Motion by Supervisor Bruner, seconded by Supervisor Schreffler, to have Solicitor Warshawsky draft a Developer's Agreement requiring a left turn arrow after construction and a follow-up traffic study, and that the PennDOT form will not be signed until the agreement is executed. Motion carried 5-0.
Frank Wilmarth presented a proposal on behalf of the Friends of Fort Halifax for repairs at Fort Halifax Park at an estimated cost of $4,000, requesting Township assistance with trenching and blacktopping. Motion by Supervisor Paul, seconded by Supervisor McBurney, to approve the proposal and allow them to proceed at their discretion. Motion carried 5-0.
NEW BUSINESS
Motion by Supervisor Paul, seconded by Supervisor McBurney, to approve a stormwater management waiver for Fackler based upon a new application with the waiver request. Motion carried 5-0.

Motion by Supervisor Bruner, seconded by Supervisor Paul, to advertise the 2018 meeting dates for the Board of Supervisors and the Planning Commission. Motion carried 5-0.
Motion by Supervisor Bruner, seconded by Supervisor McBurney, to advertise for appointing an outside auditing firm to audit the Township's financial records. Motion carried 5-0.
Melinda Warfel reported that the School Board voted not to purchase land across from the high school and raised the possibility of the Township, Friends of Fort Halifax, and the school collaborating on the Fort Halifax Park area near water and sewer for school facility needs. Supervisor McBurney noted the Board had previously offered the School a piece of Fort Halifax and that Senator DiSanto's office indicated the Act 93 Grant likely could not be modified. Donna Rode called for collaboration between the Board and School Board, announcing three ad hoc committees: revisiting a merger with Millersburg Schools, getting the Fort Halifax parcel out of conservancy, and establishing a Vo-tech school in the Upper Dauphin area.
