Planning Commission

The Halifax Township Planning Commission met on October 4, 2021, at 7:00 PM for a brief 16-minute session. Members Dwight Hoffman, Flo Mallonee, and Secretary Jake Gruver were present, along with Solicitor Bruce Warshawsky and Engineer Cathy Lee. Members Chad Lebo and Randy Paul were absent. The commission handled two ongoing subdivision matters and accepted a new land development application.

• Paul/Bowman Subdivision — conflict of interest accommodation: Because Randy Paul is a party to subdivision plans awaiting recording, Flo Mallonee moved to appoint Dwight Hoffman as Acting Chairman solely to sign those plans. Approved unanimously.

• McCleaf Subdivision — stormwater review pending: Plans were previously accepted and financial security is in place, but Engineer Cathy Lee identified several potentially substantive stormwater management review comments that require further evaluation. She will provide feedback within approximately one week.

• David and Joetta Miller — Land Development Plan accepted for review: The Millers submitted a plan to build a second residence on their 5.89-acre lot. A subdivision was ruled out because the property fronts a private lane and lacks required road frontage. The commission voted 3–0 to accept the plan for review. Discussion noted that stormwater management regulations, required with any Land Development Plan, effectively govern how many homes can be built on a parcel through this process. Engineer Cathy Lee will prepare a financial security estimate shortly.

• Public comment: Jeremy Himmelreich appeared on behalf of the Halifax Pool Association regarding a water bill. He was directed to the Halifax Borough meeting occurring simultaneously nearby.
