Planning Commission

Called to order 7:00 PM 7 present 3 motions

The Halifax Township Planning Commission met on April 2, 2012 at 7:00 PM with Chairman Fred Ford presiding. Members Flo Mallonee, Randy Paul, Bob Artman, Tom Wilson, and Bruce Warshawsky were present; Steve Sipe was absent. The session centered on land development reviews and advancing several ordinance updates.

  • Harman Plan financial security release: The commission unanimously recommended the Board of Supervisors release $8,250 in financial security for completed stormwater facilities, per the Engineer's March 27, 2012 memorandum, while retaining $9,130 pending site stabilization and a Dauphin County Conservation District release. The Solicitor was directed to draft a Memorandum of Understanding binding the applicant and any future owner to obtain an approved Land Development Plan before any further development on the site.
  • Camp Hebron expansion inquiry: Lannie Millette explained that Camp Hebron leases lots to individuals — ten cottage foundations, thirteen mobile home foundations, and five open lots with water and sewer — and asked about allowing more permanent structures such as cottages. The Solicitor indicated the project would require both an Erosion & Sediment Plan and a Land Development Plan. No action was taken.
  • Paul Wirrick — building on parent's property: Wirrick asked about constructing a house on his parents' parcel and was told the property cannot be subdivided and a full Land Development Plan would be required.
  • Flood plain maps and ordinances: The county provided updated flood plain maps and calculations. The commission discussed establishing a new Flood Plain Permit with fees and a revised Building Permit Ordinance. The Engineer and Solicitor were asked to look into reimbursement of professional fees for flood plain administration.
  • Ordinance work deferred: The Energy Ordinance, Sign Ordinance, and a proposed cell tower ordinance were all deferred to regular meetings rather than dedicated workshops. Discussion also touched on incorporating public sewer hookup requirements into the SALDO.
