Monthly Business Meeting

19:00 – 22:17 9 present 9 motions

The Halifax Township Board of Supervisors held its monthly business meeting on March 12, 2012, with all five supervisors present: Chairman Kenneth Bechtel, Brad Bruner, Ken Hoover, Randy Paul, and Gary Shultz. The three-hour-plus session covered significant fire company news, subdivision enforcement, a potential new local tax, and ongoing nuisance complaints.

  • Halifax Fire Company awarded $238,000 gaming grant, bringing cumulative gaming grant funding to $478,000. A new fire truck has been ordered with delivery expected in May or June; approximately $10,000 from the general account will cover the remaining balance.
  • Board approved PIMAS Mutual Aid Agreement, authorizing the fire company to respond to decontamination emergencies statewide when called by the State Fire Commissioner or PEMA Director. Deployments would involve four firefighters, one engine, and up to 72 hours.
  • Subdivision enforcement action authorized against Jorich, who has not submitted a required as-built plan after deviating from his original approved subdivision. The solicitor will send a compliance deadline letter, with enforcement action to follow if unmet.
  • Alternative Funding Committee presented a proposed $52/year Local Services Tax on persons employed in Halifax Township. Melinda Warfel noted the township has seen reduced income tax revenue due to the economy and could use additional revenue, particularly for road maintenance. Chairman Bechtel thanked the committee but deferred further discussion to a future meeting.
  • Ongoing nuisance complaint from Rick and Sharon Johns regarding noise and cats from the neighboring Armstrong Winery property. Randy Paul will attempt to resolve the matter directly with the winery; if unsuccessful, the board will pursue an ordinance. The solicitor advised contacting Dauphin County Vector Control about the cats.
  • Tom Wilson appointed Flood Plain Administrator.
  • Safety committee formed — Gary Shultz and Roadmaster Corey Stazewski will coordinate regular training (CPR, flagger training, HAZMAT, safety) through EMC Insurance at no cost, qualifying the township for a 5% insurance reduction.
  • Township Cleanup Day scheduled for May 4–5, with no residential pickup. A dehumidifier purchase of up to $250 was also authorized for the Brick Farmhouse to address mold concerns.
