Monthly Business Meeting
Summary
The Halifax Township Board of Supervisors held their monthly business meeting on January 13, 2014, with all five supervisors present: Chairman Kenneth Bechtel, Brad Bruner, Steve Schreffler, Scott McBurney, and Randy Paul. The two-hour meeting was dominated by the long-awaited approval of the Sheetz development plan, along with resolutions on several property nuisance cases, updates to township fee schedules, and the formation of new committees to explore revenue and infrastructure needs.
- Sheetz development plan approved unanimously: The board granted a sidewalk waiver and approved the Final Subdivision Land Development Plan for Sheetz, conditioned on engineer comments and a requirement that Sheetz act in good faith on outstanding Route 147 traffic issues including parking, ingress/egress, and right-of-way matters with PennDOT. A separate Sheetz application for tree removal was tabled to give the company time to propose an alternative planting site.
- DONCO street plowing proposal rejected: The board directed the solicitor to formally reject a proposal from Mr. Yoder to plow DONCO development streets in exchange for liquid fuels funding, after the solicitor found no legal authority under the Second Class Township Code to enter such an agreement.
- UDITO financial investigation ordered: Additional funds were discovered in an overflow account tied to the UDITO matter. A judge ordered a full-scale investigation, and Susquehanna Bank froze disbursements from Allen Shaffer's account pending litigation.
- Nuisance cases resolved: Charges against Mr. Hoover were dropped after the offending tank was removed. The owner of 1059 North River Road was notified the nuisance is considered abated, with a request to remove remaining truck debris and notice that a septic concern has been referred to the SEO.
- Lenker Club House compliance deadline set: The solicitor was authorized to send Mr. Lenker a letter requiring submission of a reverse subdivision plan combining two lots within 60 days.
- Inter-municipal equipment rental rates updated: The board approved a revised rate schedule for township equipment shared with neighboring municipalities, ranging from $25/day for a trailer to $110/hour for a boom mower and tractor. Steve Schreffler suggested rates should be higher to cover breakdowns; Roadmaster Corey Stazewski responded that he had already factored in repair costs.
- Middle Road identified as grant candidate: Roadmaster Stazewski reported that Dauphin County, Penn State, and PennDOT indicated Middle Road is a candidate for grant funding, and he plans to meet with Dauphin County to pursue it.
- New committees formed: Scott McBurney and Brad Bruner were appointed to a New Computer Committee. An Amusement Tax Committee — Steve Schreffler, Brad Bruner, Melinda Warfel, and resident Donna Rode — was created to explore using amusement tax revenue for infrastructure funding.
