Monthly Business Meeting

Called to order 7:04 PM 8 present 9 motions

The Halifax Township Board of Supervisors held its monthly business meeting on March 10, 2014, called to order at 7:04 PM by Chairman Kenneth Bechtel. Supervisors Brad Bruner, Steve Schreffler, and Scott McBurney were present; Randy Paul was absent. The meeting covered a broad range of township business including agricultural land preservation, park operations, nuisance enforcement updates, and infrastructure planning.

  • Kieffer property added to Agricultural Security Area: The board unanimously approved a resolution adding property owned by David and Tina Kieffer — located in both Halifax and Jackson Townships — to the Jackson Township Agricultural Security Area, at the request of the Dauphin County Conservation District.
  • Solicitor authorized for Quail Commons school board meeting: Brad Bruner reported on discussions with the school board about a pilot program for the Quail Commons subdivision. The board voted 4-0 to authorize Solicitor Bruce Warshawsky to attend a joint meeting with both the school and township attorneys present.
  • Friends of Ft. Halifax non-profit support: The board voted 4-0 to send a letter to the IRS supporting the Friends of Ft. Halifax's application for non-profit status, routed through Representative Lou Barletta's office. The solicitor reviewed and approved the draft letter.
  • Pesticide spraying license for park: The board authorized pursuit of a business license for pesticide spraying at the park, naming Roadmaster Corey Stazewski as the insured, at a liability insurance cost of $250 per person. Frank Wilmarth of the Friends of Ft. Halifax had requested the ability to spray at the park, but the board decided the roadmaster should hold the certification.
  • Building permit fee waived: The board waived a second building permit fee for John and Margaret Lower, whose contractor had omitted a deck from their original application for the same project.
  • Liquid Fuels allocation announced: The township's 2014 Liquid Fuels distribution was reported at $139,986.21 for road expenses.
  • Community fireworks proposal deferred: A proposal by the Attivo brothers to hold community fireworks at the park was discussed but tabled pending insurance review and a detailed site plan, to be revisited at the April meeting.
  • Aging township truck flagged: Roadmaster Stazewski reported that the 1992 Ford truck needs extensive costly repairs and asked the board to consider whether purchasing a newer vehicle would be more economical. No action was taken. Separately, resident Mike Snody asked about Middle Road improvements; the chairman reported a grant is being processed through the conservation district but funding won't be available until next year.
