Monthly Business Meeting
Summary
Halifax Township's Board of Supervisors held its final monthly business meeting of 2014 on December 8, with all five supervisors present: Chairman Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The two-hour meeting covered year-end business including the 2015 tax resolution, fire relief fund distributions, an Emergency Management Coordinator transition, and a significant PennDOT sidewalk grant opportunity. One motion — to build trails at Fort Halifax — failed when no supervisor would second it.
- Fort Halifax primitive trails motion failed: Scott McBurney moved to allow construction of "primitive" hiking trails at Fort Halifax Park, but the motion died for lack of a second.
- PennDOT sidewalk grant research authorized: Engineer Tom Wilson was directed to determine PennDOT's requirements for a two-phase sidewalk project — Phase I from Rise Street to just past the high school (estimated $380,000, excluding solicitor and engineer costs) and Phase II from the high school to the Route 147/225 triangle (estimated over $700,000). A maintenance ordinance would be required upon completion.
- Fire relief distributions: $15,325.06 was distributed to Halifax Fire Department and $7,662.53 to Halifax Area Ambulance and Rescue Association.
- 2015 Tax Resolution adopted: The board approved the township's tax resolution for the coming year.
- Emergency Management Coordinator transition: Charlie Bisking's resignation as EMC was accepted effective December 31, 2014, and Timothy Neiter was appointed to replace him effective January 1, 2015.
- Nuisance complaint action: Following a complaint from Eileen Snyder about a neighbor burning shingles and creating harmful smoke, the board directed that a pre-nuisance letter be sent to both the landlord and tenant along with a copy of the nuisance ordinance.
- Kissinger matter closed; Masser judgment accepted: The board voted to discontinue further discussion on the Kissinger property matter and separately accepted a District Justice ruling in the township's favor against Masser for $112.
- Returned check fee established: The township will now charge a $25 service fee for checks returned for insufficient funds.
