Monthly Business Meeting

7:12 pm – 9:20 pm 9 present 20 motions

Executive session held 6:27–6:50 pm — Personnel and litigation

Halifax Township's Board of Supervisors held its monthly business meeting on February 8, 2016, called to order at 7:12 p.m. by Chairman Kenneth Bechtel. All five supervisors were present: Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The meeting followed a closed executive session on personnel and litigation, and covered a packed agenda including three ordinance adoptions, a tax collector replacement, a major equipment purchase, and legal enforcement action — with every motion passing unanimously.

  • Tax Collector replaced: James Markel resigned as Tax Collector due to a conflict with his position at the Dauphin County Controller's Office. The board appointed Melinda Warfel to serve the remainder of the term and named Sue Miller as deputy Tax Collector.
  • New payloader purchased for $131,000: The board approved buying a DOOSAN payloader with a trade-in of the township's existing machine, selected as the best-value option from quotes received.
  • $90,000 transferred to Kieffer Road Project: Non-committed General Fund money was moved to fund the ongoing Kieffer Road improvement project.
  • Three ordinances adopted: The board passed the PSATS 457 deferred compensation plan ordinance, the PSATS Health Insurance Cooperative Trust ordinance, and a new Sewer Ordinance — all unanimously.
  • Lenker Estates II financial security adjusted: The board released a $33,438.75 letter of credit for completed roadway improvements and reduced a second letter of credit from $166,394.80 to $53,256.50. The developer was directed to return next month with a plan to address a remaining water line issue.
  • PILOT enforcement authorized against Quail Commons: Solicitor Bruce Warshawsky was directed to pursue legal action against Yoder Construction for breaching a payment-in-lieu-of-taxes agreement that also involves Halifax Schools and Dauphin County.
  • Volunteer firefighter workers' comp extended: Coverage was approved to follow volunteer firefighters and fire police when performing duties outside their normal jurisdiction.
  • Other notable items: Chad Lebo was appointed to the Planning Commission; the board began exploring a speed limit reduction from 40 to 35 mph near a planned sidewalk by the school; and Flo Mallonee publicly commended the road crew for their work during a record snowfall.
