Monthly Business Meeting

7:04 PM – 9:15 PM 9 present 13 motions

The Halifax Township Board of Supervisors held its monthly business meeting on March 14, 2016, called to order at 7:04 PM by Chairman Kenneth Bechtel. All five supervisors were present — Kenneth Bechtel, Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. The meeting ran just over two hours and centered on stormwater permitting decisions, fire department insurance coverage, and two significant financial matters involving a FEMA reimbursement claim and a tax collection error.

  • Stormwater applications acted on: The Board approved the Snody stormwater management application contingent on providing a financial guarantee and a recorded Operation and Maintenance Agreement. A separate application from Ibberson was sent back for revision, with a new submission requested for the April Planning Commission meeting.
  • Kyle Lehman stormwater waiver approved with conditions: The Board waived a new stormwater application for Kyle Lehman's detached garage, but conditioned the waiver on Lehman repairing deficiencies in his previously approved stormwater plan — if not corrected, the waiver is void and his building permit subject to revocation. A related enforcement hearing before District Justice Greg Johnson was continued, with the option to withdraw if violations are resolved.
  • Fire department workers' comp extended beyond Township lines: The Board passed a resolution extending workers' compensation coverage for Halifax Fire Department volunteers to incidents occurring outside Township boundaries, and voted to pay the premium as a lump sum to save on installment costs.
  • $40,227 in tax revenue must be repaid: Keystone Collections Group reported a coding error that sent $40,227.36 in earned income tax belonging to Halifax Borough to Halifax Township over six quarters. Keystone will deduct the funds from future Township distributions over the coming months.
  • $90,000 kept in Kieffer Road account despite shortfall: Despite the Keystone tax error reducing available funds, the Board decided to leave $90,000 previously earmarked for the Kieffer Road Project in that account.
  • $8,900 FEMA snow reimbursement pending: EMC Tim Neiter reported the Township submitted approximately $8,900 in expenses from the historic winter storm and expects up to 75% reimbursement once Pennsylvania receives a presidential disaster declaration.
  • Logging company to install temporary bridges: A representative from Mr. Buffington's logging company proposed installing their own temporary bridges on private property rather than using Township bridges, agreeing to repair any road damage. Solicitor Bruce Warshawsky will draft a formal agreement for Board approval at the April meeting.
  • Recreation Authority spending questioned: Supervisor Steve Schreffler reported a constituent concern about how the Halifax Area Recreation Authority spends its funds. Supervisors Brad Bruner and Steve Schreffler will form a committee to review the Township's agreement with HARA.

Mr. Buffington — Buffington's company wants to install their own temporary bridges instead of using Township bridges for scheduled logging on private property, in lieu of bonding the Township bridges. They will repair any road damage and replace with modified stone. Solicitor Warshawsky will work out an agreement with Buffington for Board approval at the April 11, 2016 meeting.
