Monthly Business Meeting

7:07 PM – 9:50 PM 8 present 10 motions

Executive session held 6:30 PM - 6:45 PM — Personnel

The Halifax Township Board of Supervisors held their monthly business meeting on January 9, 2017, with Chairman Kenneth Bechtel presiding. Supervisors Brad Bruner, Steve Schreffler, and Scott McBurney were present; Randy Paul was listed as absent at roll call but participated in votes throughout the evening. The nearly three-hour meeting was dominated by an extended public comment session — drawing coverage from Fox 43, PennLive, and CBS21 — on whether the Township should accept a boat launch access road along the Susquehanna River.

  • Boat launch access road conditionally accepted (5-0). The board agreed in principle to accept Susquehanna Trail Drive as a public road, enabling the Pennsylvania Fish & Boat Commission to apply for grant funding to reopen the boat launch closed since September 2016. Acceptance is subject to three conditions: the arrangement must be cost-neutral to the Township, ongoing maintenance costs (especially for the Norfolk Southern railroad crossing) must be fully understood, and all safety requirements must be met. Estimated project costs are approximately $500,000, with a timeline of 4–6 years. Michelle Jacoby of the Fish & Boat Commission clarified the Commission is not asking the Township for money — it needs a Deed of Dedication to be eligible for grants.
  • Residents voiced strong concerns about taxpayer exposure. Nine members of the public spoke. Flo Mallonee warned that Halifax Township has seen no growth in 20 years and carries the 5th-highest school tax in Dauphin County, citing Fort Halifax Park as an example of the Township bearing costs for facilities used largely by non-residents. Donna Rode urged the Township not to serve as the primary financial source. Norma Shearer, speaking for the Friends of Halifax Park, supported acceptance as an economic and recreational benefit.
  • Secretary/Treasurer compensation approved at $29,744 (5-0). Wendy Wentzel's 2017 salary was set at $29,744 with hours of 9 AM–3 PM Monday through Friday, 12 days paid vacation, and federal-rate mileage reimbursement. The item had been inadvertently omitted from the January 3 reorganization meeting.
  • Stormwater plan waiver conditionally granted for Tim Miller farm (5-0). Engineer Frank Lentz determined Miller's proposed farm building meets Option 3 requirements not currently in the stormwater ordinance; the board approved a waiver contingent on Miller submitting a formal application and fee.
  • Snody property complaint referred back for documentation (5-0). After Chairman Bechtel personally visited the property and found the stormwater concern appears to be a private matter, the board voted to request photographic evidence and a formal written complaint from Mr. Snody, noting the Township would not send Roadmaster Corey Stazewski to take photos due to a problematic prior attempt.
  • Halifax Area Water and Sewer Authority engineer fired; corrective action plan on hold. HAWASA Chairman Fred Ford reported the authority terminated its engineer and paused work on the DEP corrective action plan while seeking a replacement and reviewing plans for a new sewage plant.
  • Matamoras Road culvert failing. Roadmaster Stazewski reported a culvert under Matamoras Road is failing and has been temporarily plated; USG representatives will present repair options at the February meeting.
  • Rocket flying approved at Fort Halifax Park (5-0). The Southern PA Area Association of Rocketry received permission to launch model rockets during the Fort Halifax Festival on May 6 and August 5, 2017.

Gary Shultz — Expressed that the Township should not incur great expense to take over the boat launch access road but was glad to see the Township involved early; urged that the burden of expenses not be placed solely on the Township.
Donna Rode — Expressed concern about financial burden on taxpayers; stated safety cannot be guaranteed by spending millions; agreed the Township should work with other entities but not serve as the primary financial source.
Flo Mallonee — Noted Halifax Township has had no growth for 20 years and has the 5th highest school tax in the County; used Fort Halifax Park as an example of the Township bearing costs for facilities used largely by non-residents; urged the public to consider the financial implications.
Don Hale — Asked whether the Fish & Boat Commission would allow public use of the boat launch if the Township invested in the road; inquired about possible contributions from organizations such as Cabela's and Bass Pro.
Dave Faber — Chairman of the Ned Smith Chapter of Ducks Unlimited in Millersburg; noted the boat launch is the only Fish & Boat Commission launch between Fort Hunter and Sunbury and serves kayakers, boaters, fishermen, and hunters; sought funding figures from the Fish & Boat Commission.
Pat Ciesnolevicz — Has used the boat launch for 35 years; expressed it would be unfortunate if it remained closed; noted Representative Sue Helm's office indicated funding may be available; offered to volunteer assistance.
Norma Shearer — Speaking on behalf of the Friends of Halifax Park; favored the Township accepting the access road to preserve the boat launch as a recreational amenity that draws visitors and benefits the local economy.
Frank Wilmarth — Favored the Township taking responsibility for Susquehanna Trail Drive as a public road; hoped that negotiations with the railroad would reduce train speeds through the Township to below 40 mph.
Michelle Jacoby — Bureau Director of Engineering for the Fish & Boat Commission; clarified the Commission is not asking the Township for money but seeking a partnership and Deed of Dedication so the Commission can apply for grant funding to re-open the boat launch safely.

PUBLIC COMMENT PERIOD

Boat Launch and Susquehanna Trail Road Discussion

Solicitor Bruce Warshawsky outlined the question of whether the Township should accept Susquehanna Trail Drive as a public road to reopen the Fish & Boat Commission boat launch, closed since mid-September 2016. Costs were estimated at approximately $500,000 for acquisition, road improvements, PennDOT intersection work, and railroad crossing upgrades. Multiple residents spoke; Chairman Justin Bechtel emphasized the project must be cost-neutral to the Township, and Michelle Jacoby of the Fish & Boat Commission explained they need the Township as a partner to apply for grant funding.
