Monthly Business Meeting
Executive session held 6:05 PM - 6:55 PM — Personnel, land purchase, and litigation
Summary
The Halifax Township Board of Supervisors held its monthly business meeting on March 13, 2017, with all five supervisors present: Kenneth Bechtel (Chairman), Brad Bruner, Randy Paul, Steve Schreffler, and Scott McBurney. An executive session on personnel, a potential land purchase, and litigation preceded the public meeting. The two-hour session covered road infrastructure funding, nuisance enforcement actions, environmental compliance planning, and several public safety concerns.
$90,000 transferred to Keiffer Road Fund: The board unanimously moved $90,000 from the General Fund to support upcoming work on Keiffer Road. Chairman Bechtel noted the road was historically spelled "Keefer" after the local family, but no action was taken on a name change.
Act 537 sewage plan review approved 4-1: Engineer Tom Wilson was directed to review the township's Act 537 Plan and identify minimum requirements for an update, as requested by DEP. Chairman Kenneth Bechtel cast the lone dissenting vote — the only non-unanimous decision of the night.
Nuisance enforcement on A to Z Construction: Steve and Angela Auman followed up on a complaint filed in June 2016 about seven unlicensed vehicles — including a box truck, an old fire truck, and dump trucks — on the A to Z Construction property. The owner had previously promised to store the equipment in a building that was never built. The board voted to send a formal letter addressing the violations.
Erroneous nuisance letter rescinded: A pre-nuisance letter sent to a Mr. Wetzel regarding a Locust Street property was determined to have been sent in error. The board voted to notify him to disregard it, while the actual nuisance property owner is making progress on cleanup.
Matamoras Road culvert repair moving to bid: The board authorized preparing specifications and advertising for bids to repair the Matamoras Road culvert.
Federal surplus truck purchase approved: Supervisors authorized buying a truck from Federal Surplus using Capital Improvement Funds, contingent on the vehicle's weight allowing adequate hauling capacity under registration laws.
Illegal left turns at Sheetz flagged for enforcement: A resident reported dangerous illegal left turns into and out of the Sheetz on Route 147 at South River Road. The board voted to request Pennsylvania State Police monitoring, with a copy to PennDOT.
Camp Hebron granted use of Fort Halifax: Kendra Martin of Camp Hebron received approval to use Fort Halifax as a boat access and picnic area for approximately 20 campers on Monday through Thursday mornings over five weeks in July, plus a June 8 training session.

Supervisors approved paid interim bills through March 13, 2017 (motion by Paul, second by Schreffler, 5-0), unpaid bills as of March 13, 2017 (motion by Schreffler, second by Bruner, 5-0), the February 13, 2017 regular meeting minutes (motion by Paul, second by McBurney, 5-0), and the February 23, 2017 special meeting minutes (motion by Paul, second by Schreffler, 5-0). The financial report was placed on file for audit.
EMC REPORT
EMC Tim Neiter announced that a Declaration of Disaster Assistance was signed in preparation for an upcoming snowstorm. The Fire Department received the Township's check covering half the cost of a drone purchase for use at fires and trainings. Jeff Tracey, Brad Bruner, and Bob Stout will be the certified drone operators.
SOLICITOR REPORT
Solicitor Bruce Warshawsky reported the DONCO Construction/Lenker v. Halifax Township–Sweigard Intervention case is now closed as no appeal was filed. Another nuisance letter was sent to Mr. Brother, whose nuisance worsened; Warshawsky recommended administrative fines and possible prosecution if no improvement by next meeting. A Locust Street nuisance letter was sent to Mr. Wetzel in error; supervisors voted 5-0 to send him a letter to disregard it, while the actual nuisance property owner is making progress on removal.
ROADMASTER REPORT
Roadmaster Corey Stazewski reported a noise complaint from the 1600 block of North River Road regarding tractor trailers starting engines at 4:00 AM; the current noise ordinance only covers amplified music, so the Roadmaster will speak with the business owner. The Assistant Roadmaster discussed purchasing a chipper for the recycle site with the Halifax Borough Mayor, who mentioned using grant monies. A quote for a new chipper was provided, but the Roadmaster was instructed to return with more research; no action was taken.
ADMINISTRATIVE
Supervisors voted 5-0 (motion by Bruner, second by McBurney) to move $90,000 from the General Fund into the Keiffer Road Fund. Chairman Bechtel noted the road was originally spelled "Keefer" after the Keefer family, as shown on original subdivision plans, though road signs and maps use "Keiffer." Discussion was held on how many parcels a name change would affect, but no action was taken on the spelling.
Senator DiSanto's office requested use of the Municipal Meeting Room two days a month (2nd and 4th Wednesdays) from 9:00 AM until noon for constituent meetings, beginning in April. Supervisors voted 5-0 (motion by Bruner, second by Paul) to approve the request.
OLD BUSINESS
Zonya Stoltzfus, owner of Halifax Village Trailer Park, raised concerns that some residents on North Elmer have addresses listed on South Elmer. She requested all lots be assigned addresses based on lot numbers from the recorded plans. Supervisors voted 5-0 (motion by Bruner, second by Paul) to change the addresses to reflect the lot numbers on the recorded plan.
Roadmaster Corey Stazewski discussed purchasing a truck from Federal Surplus, noting that registration and weight limit laws may limit hauling capacity if the truck is too heavy. The purchase would come from Capital Improvement Funds. Supervisors voted 5-0 (motion by Paul, second by McBurney) to proceed with the purchase provided the hauling capacity is within reason.
Supervisors voted 5-0 (motion by Bruner, second by Paul) to have specs prepared and advertise for bids to repair the Matamoras Road culvert, with advertising timeline and bid opening to be determined accordingly.
Steve and Angela Auman presented a complaint, following up on a June 2016 filing, about seven unlicensed and uninspected vehicles on the A to Z Construction property, including a box truck, an old fire truck, and dump trucks that are not used or moved. Mr. Farhat had previously assured the Aumans the equipment would be stored behind the hill in a building, which was never built. Supervisors voted 5-0 (motion by McBurney, second by Bruner) to send a letter addressing the unregistered and unlicensed vehicles.
Supervisors voted 4-1 (motion by Bruner, second by Schreffler, with Chairman Bechtel voting against) to have Engineer Tom Wilson review the Act 537 Plan and report back on the minimum requirements for an updated plan.
NEW BUSINESS
Engineer Tom Wilson reviewed the Kolish stormwater management application and found no issues. Supervisors voted 4-0-1 (motion by Bruner, second by McBurney, with Schreffler abstaining) to grant conditional approval contingent on all items identified in Engineer Lentz's February 17, 2017 memo being met.
Supervisors voted 5-0 (motion by Bruner, second by Paul) to dispense with the reading of the Emergency Management EOP Resolution, then voted 5-0 (motion by Schreffler, second by Paul) to approve it.
A driver heading south on South River Road complained that vehicles are making prohibited left turns into and out of Sheetz on Route 147, causing dangerous braking situations. Supervisors voted 5-0 (motion by Bruner, second by Schreffler) to send a letter to PSP, cc'd to PennDOT, about the illegal left turn activity and request monitoring.
Supervisors voted 5-0 (motion by Paul, second by Bruner) to send an awareness letter to PennDOT acknowledging B2 Partners' Highway Occupancy Permit application.
