Board Reorganization Minutes

Supervisor Bruner nominated Supervisor Bechtel as Chairman for 2014, seconded by Supervisor McBurney; carried 4-0. Supervisor McBurney nominated Supervisor Bruner as Vice Chairman, seconded by Supervisor Schreffler; carried 4-0.

Carolyn Nye was appointed Secretary-Treasurer for 2014 at an annual salary of $33,620, working 9AM-3PM Monday-Friday, with two weeks and 2 days paid time off, paid holidays, and mileage reimbursement at the federal rate. Bonding was approved at $500,000. All motions carried 4-0.

Carolyn Nye was appointed as the Township's Open Records Officer on a motion by Supervisor Schreffler, seconded by Supervisor McBurney; carried 4-0.

Corey Stazewski was appointed Roadmaster for 2014 at an annual salary of $33,825 plus a $10,000 benefit package, with two weeks plus two days paid vacation, a township vehicle, gas card, paid holidays, and service as Building Permit Officer at no extra salary (with the Board amenable to 5 days paid leave for that role). Carried 4-0.

Raymond Maus was appointed Assistant Roadmaster at an annual salary of $35,875, with five weeks paid vacation, a $2,500 net retirement bonus paid quarterly, a township vehicle, township-paid health benefits including up to $1,300 deductible reimbursement and quarterly Medicare Part B premium reimbursement, and a gas card. Carried 4-0.

Temporary CDL drivers were set at $12/hour and laborers at $11/hour. Jay Bechtel was classified as permanent part-time crewman at $13.25/hour, with Supervisor McBurney clarifying he is first on call due to years of service; Supervisor Bechtel recused himself and the motion carried 3-0. Bi-weekly pay periods were approved for employees and monthly for supervisors. Seven paid holidays were approved: New Year's Day, Memorial Day, July 4th, Labor Day, Veterans Day (floating), Thanksgiving, and Christmas.

Bruce Warshawsky was reappointed Township Solicitor with his 2014 retainer and fee schedule. Kurowski & Wilson was reappointed Township Engineer at the same fee schedule as 2013. Light-Heigel and Associates was retained as primary SEO with its 2014 fee schedule approved. A motion carried 4-0 to not appoint an alternate SEO.

Deb Meyers was re-elected through December 31, 2019; Robert Wentzel was appointed to 2015; Gwen Corsnitz was appointed through 2017. Deb Meyers was also appointed to audit Halifax Fire Company at $10/hour along with one other person to be named later. During discussion, Melinda Warfel asked whether the Fire Company Agreement specifies independent auditors rather than in-house personnel.

Flo Mallonee was appointed Vacancy Board Chairman on a motion by Supervisor Schreffler, seconded by Supervisor Bruner; carried 4-0.

The Board retained Susquehanna Bank (General Fund, Liquid Fuels Fund, Ft. Halifax Park Checking, Money Market Account, Plan Escrow Account, Debit Card Account) and Halifax National Bank (Street Light Tax Checking) as township depositories. Carried 4-0.

Planning Commission members listed are Fred Ford (expires 12/31/2015), one vacant seat (12/31/2014), Randy Paul (12/31/2016), Flo Mallonee (12/31/2016), and Dwight Hoffman (12/31/2015). Jon Miller was appointed as HAWASA representative (term through 12/31/2018), with Fred Ford also serving (12/31/2016) and one seat vacant. The Board discussed eliminating HARA representatives since the township opted out of an agreement with HARA, deferring this to the January 13th meeting.

Gary Shade was appointed to the Dauphin County EIT Committee. Supervisors Bechtel and Schreffler were appointed as VRCP representatives with Melinda Warfel as alternate. Chairman Bechtel was appointed UDCOG delegate with Supervisor Paul as alternate. Scott McBurney was appointed voting delegate to the 2014 PSATS Annual Convention. All motions carried 4-0.

Charlie Bisking was reappointed as Township Emergency Management Coordinator for 2014. Supervisor Bruner, Michelle Bisking, and Tim Neiter were appointed as Deputy Emergency Management Coordinators. Both motions carried 4-0.

Mileage reimbursement was set at $0.56/mile for 2014. Supervisor Bechtel was appointed to the Powells Creek Watershed Committee with Fred Ford and Supervisor Bruner as alternates. Supervisors Bruner and Paul were maintained on the Township Exploratory Committee. Travis Enders (Cloud5Solutions, formerly Enders Technology) was retained as webmaster at $369.49, the same fee as 2013. Supervisors Paul and McBurney and Roadmaster Corey Stazewski were appointed to the Ft. Halifax Park Committee.
